Is “pet supplement” the same legal product category in every market?

No. A commercial description such as “pet supplement” does not determine the legal classification. Classification can depend on ingredients, intended use, claims, presentation and destination-country rules. In the United States, the human dietary-supplement framework does not automatically apply to animal products; depending on intended use, a product may be regulated as animal food or as a new animal drug.
